To provide schools throughout the country with the capability to use new technology to its fullest potential.
Community On-Line Act - Authorizes the Secretary of Education to make competitive matching grants to (or contracts or cooperative agreements with) eligible entities to: (1) purchase, install, and operate computers; (2) educate and train teachers, librarians, and others to use the latest technology and access the information superhighway; and (3) develop teacher and librarian training programs to help all students to use the latest up-to-date technology to its fullest potential.
Makes eligible for such matching grants libraries, elementary or secondary schools, and local educational agencies that form partnerships with State or local governments or local business community representatives to purchase computers and provide for interconnectivity.
Authorizes appropriations.
