States that such revisions shall incorporate: (1) permit access through Immigration and Naturalization Service (INS) offices, the mail, or internet; (2) INS establishment of a toll-free information number; (3) alternative State access procedures; and (4) the requirement that U.S. passengers on specified-size boats need only carry their passports.
