To amend the Antiquities Act to limit the authority of the President to designate areas in excess of 5,000 acres as national monuments, and for other purposes.

Amends the Antiquities Act of 1906 to prohibit the President from exercising authority under such Act to declare any area in excess of 5,000 acres to be a national monument. Makes this Act effective with respect to any presidential proclamation issued after January 1, 1996.
