To enhance the administrative authority of the president of Haskell Indian Nations University, and for other purposes.
Haskell Indian Nations University Administrative Systems Act of 1996 - Provides that certain civil service laws relating to personnel management shall not apply to applicants for employment with, employees of, or positions in or under the Haskell Indian Nations University. Directs the university president to prescribe by regulation alternative personnel management provisions. Disallows covering current university employees except pursuant to a voluntary election. Directs the Secretary of the Interior to delegate to the university president procurement authority with respect to the conduct of the administrative functions of the university.
Authorizes appropriations.
