To amend title 18, United States Code, with respect to child exploitation offenses.
Child Exploitation Prevention Act of 1996 - Amends the Federal criminal code to increase penalties for sexual exploitation of children. Expands the prohibition against such exploitation to provide that if the offender has two or more prior convictions under Federal or State law relating to the sexual exploitation of children, such person shall be fined and imprisoned not less than 30 years nor more than life.
Revises provisions regarding activities relating to material involving the sexual exploitation of minors to: (1) provide specified penalties for anyone who knowingly possesses any book, magazine, periodical, film, videotape, or other material which contains three or more visual depictions that meet specified requirements; and (2) increase penalties for, and the scope of the prohibition regarding, such activities.
