To direct the Secretary of the department in which the Coast Guard is operating to submit to the Congress a plan and cost estimate for the engineering, design, and retrofitting of the icebreaker MACKINAW.

Directs the Secretary of the department in which the Coast Guard is operating to submit to specified congressional committees a plan and cost estimate for the engineering, design, and retrofitting of the icebreaker MACKINAW (WAGB-83) to equip the vessel with new engines, command and control features, habitability improvements, and other features needed to allow its operation by a significantly reduced crew, including 24-hour continuous operation when necessary.
