Approves amendment number 5 of the "Amendments to the Sentencing Guidelines, Policy Statements, and Official Commentary," submitted by the United States Sentencing Commission to the Congress on May 1, 1995 (a previously disapproved amendment to the Sentencing Guidelines relating to equalization of crack and cocaine powder quantities for trafficking and possession offenses).
