To amend title 18, United States Code, to punish false statements during debate on the floor of either House of Congress.
Integrity in Congress Act of 1996 - Amends the Federal criminal code to impose a fine of up to $10,000 upon a Senator or Representative who knowingly makes a false statement during any speech or debate in either House of Congress.
Expresses the sense of the Congress that any such individual should be prohibited from participating in any speech or debate in the Congress for a 60-day period.
