To amend the Foreign Assistance Act of 1961 to prohibit the provision of assistance to foreign governments that provide assistance to Cuba.

Amends the Foreign Assistance Act of 1961 to prohibit foreign assistance (other than humanitarian and refugee assistance) to any foreign country that the President determines has provided economic assistance to, or engaged in nonmarket-based trade with, Cuba.
