To amend the Internal Revenue Code of 1986 to reduce the taxes on wine to their pre-1991 rates.

Amends the Internal Revenue Code to: (1) reduce the tax rate on wine (other than champagne and sparkling wine); and (2) repeal the credit for small domestic wine producers.
