To reauthorize the United States Commission on Civil Rights, and for other purposes.
Civil Rights Commission Act of 1996 - Amends the Civil Rights Commission Act of 1983 to extend the date for termination of the United States Commission on Civil Rights. Authorizes appropriations to carry out the Act.
Requires a majority vote of the Commission to issue a subpoena. Authorizes removal of the Commission's staff director by a majority vote.
Includes the Commission in the term "agency" for purposes of the Freedom of Information Act, the Privacy Act of 1974, and the Government in the Sunshine Act.
