Women in Enterprise Development Act of 1996 - Amends the Foreign Assistance Act of 1961 to direct the Administrator of the Agency for International Development (AID) to establish a Women in Enterprise Development Program, which shall provide funding and other support for projects of educational, information, and financial assistance to women in developing countries to: (1) support the creation of small to medium-size businesses in which women can participate; (2) foster investment in businesses substantially owned or managed by women; and (3) enable such women to further their education.
