Immigration Accountability Act of 1995 - Title I: Asylum - Amends the Immigration and Nationality Act to revise and expedite asylum procedures.
Title II: Prohibition of Federal Benefits for Certain Aliens - Prohibits direct Federal financial assistance and unemployment benefits to aliens who are not lawful permanent residents (including asylees and refugees).
Title III: Citizenship - Restricts the basis for automatic U.S. citizenship for certain persons born in the United States to a mother who is neither a U.S. citizen nor a lawful permanent resident.
Title IV: Border Patrol - Increases the number of Border Patrol personnel.
