Internet Election Information Act of 1996 - Amends the Federal Election Campaign Act of 1971 to exempt from the contribution and expenditure provisions of such Act donated interactive computer services and the direct costs incurred for such services by an interactive computer service, if the service permits its facilities to be used for such purposes by all candidates in the election for the same office. Defines the term "interactive computer service."
