Encouragement of Electronic Benefit Transfer Systems Act - Amends the Food Stamp Act of 1977 to exempt food stamp benefits delivered through an electronic transfer system from specified requirements of the Electronic Fund Transfer Act and regulations of the Federal Reserve System.
