Amends the Energy Policy and Conservation Act to authorize appropriations for FY 1996 through 1998 for the Strategic Petroleum Reserve and for programs promoting the domestic renewable energy industry and related service industries.
Extends from June 30 to September 30, 1998 all authorities relating to: (1) domestic energy supply availability (including the Strategic Petroleum Reserve and contracting authority for foreign-owned petroleum products); and (2) energy emergency preparedness.
Amends the Rules of the House of Representatives to require a three-fifths vote of the Members voting in order to agree to any sale from the Strategic Petroleum Reserve, the authorizing legislation for which does not follow specified statutory and procedural guidelines.
