Directs the Secretary of the Interior to convey to Wyoming specified property in Crook County to be retained in public ownership and to be used for purposes of: (1) fish and wildlife management and education; and (2) using, maintaining, displaying, and restoring the museum quality real and personal property and the historical interests and significance of such property, consistent with Federal and State law. Requires the State to provide access to the property for institutions of higher education at a level of compensation as mutually agreed.
