For the relief of the survivors of the late Secretary of Commerce Ronald H. Brown and the survivors of each Federal employee killed in the plane crash with him.

Directs the Secretary of the Treasury to make a payment to the survivors of the late Secretary of Commerce Ronald Brown and of each Federal employee killed in the plane crash with him. Specifies the order of precedence of survivors to receive payments.

Sets forth provisions regarding: (1) the making of payments; (2) deadlines for applications; and (3) limits on agent's and attorney's fees.
