To authorize the Corps of Engineers to enter into a cooperative agreement with the State of New York to fund one or more projects for habitat restoration in the Hudson River Basin, New York.
Hudson River Habitat Restoration Act of 1996 - Authorizes the Secretary of the Army to enter into a cooperative agreement with the State of New York to develop and implement at sites identified in a specified report one or more individual restoration projects to: (1) assess and improve habitat value and environmental outputs of recommended projects; (2) evaluate various restoration techniques; (3) fill an important local habitat need within a specific portion of the study area; or (4) take advantage of actions by other agencies, local municipalities, or environmental groups that would increase the effectiveness, or decrease the overall cost, of implementing one of the recommended restoration project sites.
Limits the maximum amount of Federal funds that may be expended under this Act at any site. Authorizes appropriations.
