To provide emergency livestock feed assistance in 1996 to livestock producers whose operations are located in areas that were approved for such assistance in 1994 and 1995 as a result of drought and in which drought conditions continue in 1996.
Temporary Emergency Livestock Drought Relief Act of 1996 - Amends the Agricultural Market Transition Act to provide temporary assistance for certain drought-affected livestock producers. Amends the Agricultural Act of 1949 to obligate specified funds for 1996 livestock feed emergencies. Requires a report on the use of certain commodity reserves for livestock assistance.
