To amend the Agricultural Marketing Act of 1946 and the Packers and Stockyards Act, 1921, to provide for increased regulation of slaughterhouses.
Competitive Livestock Markets Act of 1996 - Amends the Packers and Stockyards Act, 1921 to consider as an unlawful practice any anticompetitive practice relating to livestock and meat price and sale terms.
Amends the Agricultural Marketing Act of 1946 to set forth reporting requirements (and noncompliance penalties) for certain persons in the livestock slaughtering business. Sets forth reporting requirements for certain exporters of meat and meat products.
