Family Pet Protection Act of 1996 - Amends the Animal Welfare Act to set forth restrictions on sources and sales of dogs and cats for research or educational purposes.
Sets forth additional requirements for pounds, including provisions regarding: (1) registration; (2) release forms; (3) certification; and (4) transfers.
