Drug-Induced Rape Act of 1996 - Amends the Controlled Substances Act to prescribe penalties of up to 20 years' imprisonment and a fine of up to $2 millon for an individual or $10 million otherwise for distributing a controlled substance with the intent to facilitate a sexual assault. Prohibits the court from placing on probation or suspending the sentence of anyone sentenced under this Act.
