Authorizes the Secretary of Defense (currently, the Secretary of a military department) to donate edible but unusable food of the Department of Defense to charitable nonprofit food banks (current law) as well as State and local agencies and veterans' organizations authorized to receive such donations. Includes humanitarian daily rations within the types of foods that may be donated.
