To amend the Water Resources Development Act of 1986 and the Internal Revenue Code of 1986 to authorize expenditures from the Harbor Maintenance Trust Fund for certain beach erosion projects.
Maintenance Dredging Mitigation Act of 1996 - Amends the Water Resources Development Act of 1986 to include in the definition of "eligible operations and maintenance" the mitigation of the direct erosional effects to adjacent beaches of maintenance dredging necessary to maintain the width and nominal depth of any harbor or inland harbor.
Amends the Internal Revenue Code to authorize appropriations from the Harbor Maintenance Trust Fund for the eligible operations and maintenance (as defined after the amendments made by this Act) costs of certain portions of the Saint Lawrence Seaway and all harbors and inland harbors in the United States.
