To amend the Omnibus Crime Control and Safe Streets Act of 1968 to reduce certain funds if eligible States do not enact certain laws.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require a State, in order not to reduce by 50 percent the funds available for a fiscal year under the drug control and justice system improvement grant program, to have in effect a law which: (1) makes it unlawful to attempt to murder a woman whom the person knows is pregnant if death of the fetus results; and (2) provides a sentence of not less than 30 years or life imprisonment.
