To provide for the opportunity for the families of murder victims to attend the execution of the murderers.
Victim's Family's Access to Justice Act of 1996 - Expresses the sense of the Congress that each State should: (1) make the death penalty an option for the sentencing of murderers; and (2) permit the adult members of the family of a murder victim to attend the murderer's execution.
Amends the Federal criminal code to require the Attorney General to permit the adult members of a murder victim's family and other persons to attend the murderer's execution.
