To provide that the property of innocent owners is not subject to forfeiture under the laws of the United States.
Innocent Owners' Forfeiture Protection Act of 1996 - Prohibits any law of the United States from being interpreted to permit or require the forfeiture of the property interest of an innocent owner by reason of the criminal conduct of another.
