To amend title 18, United States Code, to prohibit the mailing of certain mail matter.
Graphic Postcard Act of 1996 - Amends the Federal criminal code to prohibit the mailing of all matter upon the envelope or outside cover or wrapper of which, and all postal cards upon which, any visual depictions or language of a violent or clinically graphic character or unsuitable for persons under age 18 are written or printed or are otherwise impressed or apparent, with exceptions.
Sets penalties for knowingly depositing for mailing or delivery any such matter.
