Amends the Federal criminal code to require the Secretary of the Treasury to make and publish in the Federal Register a determination regarding handgun ammunition that is capable of being used to penetrate standard body armor.
Prohibits persons from possessing or transferring a piece of such ammunition after notice of the determination has been published, provided such determination has not been rescinded. Exempts: (1) the sale or delivery by a manufacturer or importer of handgun ammunition for use of governmental entities or for purposes of testing or experimentation authorized by the Secretary; and (2) handgun ammunition lawfully possessed immediately before publication of such notice.
Sets criminal penalties for violation of this Act.
