To require the Secretary of the Treasury and the Attorney General of the United States to be consulted before the manufacture, importation, sale, or delivery of armor piercing ammunition for the use of a governmental entity.

Amends the Federal criminal code to condition the exception allowing a person to manufacture, import, sell, or deliver armor piercing ammunition for Federal, State, or local government use on prior consultation by the manufacturer or importer with the Secretary of the Treasury and the Attorney General for consideration of the operational necessities of such ammunition and the impact upon law enforcement and public safety.
