Requires advertisements by States to encourage participation in their lotteries to: (1) in the case of written and television advertisements, appear in conspicuous and prominent type; (2) in the case of broadcast radio and television advertisements, be clearly audible; (3) state the statistical probability of winning; and (4) be subject to the regulations of the Federal Trade Commission respecting unfair and deceptive acts or practices.
