Repeals the National Endowment for Democracy Act.
Prohibits Federal agencies from expending funds for assistance for the National Endowment for Democracy (NED).
Directs the Comptroller General to audit funds granted to NED by the U.S. Government that have not been audited previously.
Provides that a specified provision of the National Endowment for Democracy Act requiring compliance by NED with the Freedom of Information Act shall continue to apply with respect to funds received by NED on or before this Act's enactment date.
