Habeas Corpus Reformation Act of 1996 - Amends the Federal judicial code to prohibit a judge or a court of the United States from entertaining an application for a writ of habeas corpus in behalf of a person in custody pursuant to a judgment or order of a State court unless the remedies in the courts of the State are inadequate or ineffective to test the legality of the person's detention.
