To improve the quantity and quality of the quarters of land management agency field employees, and for other purposes.
National Park Service Administrative Reform Act of 1996 - Authorizes the Secretary of the Interior (Secretary) to make housing available for National Park Service (NPS) field employees both on and off Federal lands at reasonable value commensurate with local standards. Authorizes in furtherance of such purpose: (1) joint public-private sector housing programs; (2) a private sector rental guarantee program; (3) use of joint development authority; (4) private management of NPS housing; (5) joint employee-agency housing programs; (6) leasing of seasonal employee quarters; (7) a survey of existing housing stock and a study of housing allowances; and (8) employee transportation.
(Sec. 3) Amends the Land and Water Conservation Fund Act of 1965 to provide NPS with minor boundary adjustment authority. Sets forth "minor" boundary adjustment criteria.
(Sec. 4) Amends Federal law to authorize NPS to construct and operate essential visitor and administrative facilities outside park unit boundaries. Authorizes the Secretary to enter into joint ventures and cooperative agreements for infrastructure development with State, local, Federal, Indian, or private entities.
(Sec. 5) Eliminates specified reporting requirements under: (1) Federal law; (2) the National Trails System Act; (3) the National Visitor Center Facilities Act of 1968; (4) the Urban Park and Recreation Recovery Act of 1978; (5) the National Historic Preservation Act; (6) the Archaeological Resources Protection Act of 1979; and (7) the Petroglyph National Monument Establishment Act of 1990.
(Sec. 6) Amends the National Park Service Organic Act to provide for Senate confirmation of the Director of NPS.
(Sec. 7) Amends Federal law to provide for reauthorization of the National Park System Advisory Board. Authorizes appropriations through FY 2006.
(Sec. 8) Authorizes the Secretary to enter into NPS challenge cost-share agreements (as defined by this Act).
(Sec. 9) Amends Federal law to revise cost recovery provisions regarding NPS terrestrial and marine-aquatic resources.
