Requires the President, until he certifies to the Congress that certain North American Free Trade Agreement (NAFTA) safeguards are enforceable and effective to protect the domestic tomato industry from import surges of Mexican tomatoes, to: (1) suspend NAFTA tariff reductions on fresh or chilled tomatoes imported from Mexico; and (2) impose on such tomatoes the rate of duty in effect on December 31, 1993.
