To authorize substitution for drawback purposes of certain types of fibers and yarns for use in the manufacture of carpets and rugs.

Amends the Harmonized Tariff Schedule of the United States to authorize the substitution of certain types of fibers and yarns for use in the manufacture of carpets and rugs for purposes of the drawback (refund) of duties on such merchandise.
