Amends Federal civil service law to authorize a Federal agency to train any of its employees for reemployment in anticipation of involuntary separations.
Requires each agency's program and plan for the training of employees to be aligned with the agency mission and strategic plan to ensure that such program and plan contribute effectively to the achievement of such mission, and that training priorities are based on enhancing organizational and individual performance.
