To establish a source of funding for certain border infrastructure projects necessary to accommodate increased traffic resulting from implementation of the North American Free Trade Agreement, and for other purposes.
Border Infrastructure Improvements Act of 1995 - Authorizes the Secretary of Transportation to make grants to States, cities, and counties for highway, railroad, bridge, and border crossing construction projects that are: (1) located in the United States along borders with Canada and Mexico; and (2) necessary to accommodate increased traffic resulting from implementation of the North American Free Trade Agreement (NAFTA). Limits the Federal share of the cost of such projects to 80 percent.
Authorizes appropriations.
