To allow employees of the United States Government who are placed under furlough to volunteer to come to work to serve the needs of the people of the United States.

Authorizes any Federal or District of Columbia (D.C.) government officer or employee, for a specified period of time, to accept the voluntary services of a Federal or D.C. government employee, as the case may be, who is placed under furlough.
