To amend the Federal Election Campaign Act of 1971 to prohibit nonparty multicandidate political committee contributions in elections for Federal office, and for other purposes.

Amends the Federal Election Campaign Act of 1971 to prohibit: (1) nonparty multicandidate political committee contributions in elections for Federal office; and (2) House of Representatives candidates from accepting contributions from nonresidents of the congressional district.
