To amend the Controlled Substances Act and the Controlled Substances Import and Export Act with respect to penalties for powder cocaine and crack cocaine offenses.
Powder-Crack Cocaine Penalty Equalization Act of 1995 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to make prohibitions and penalties for the manufacture, distribution, sale, possession, importation, or exportation of crack cocaine applicable to the same amounts of powdered cocaine.
