To amend the Internal Revenue Code of 1986 to increase the excise taxes on smokeless tobacco to an amount equivalent to the tax on cigarettes and to use the resulting revenues to fund a trust fund for programs to reduce the use of smokeless tobacco.
Smokeless Tobacco Consumption Reduction and Education Act of 1995 - Amends the Internal Revenue Code to increase the excise tax on snuff and chewing tobacco to an amount equivalent to that on small cigarettes.
Establishes in the Treasury the Smokeless Tobacco Education and Prevention Trust Fund. Requires ten percent of the net increase in revenues received by reason of this Act to be transferred to such Fund. Makes the Fund available for programs of public education regarding the risks of smokeless tobacco and other programs to reduce the consumption of smokeless tobacco.
