Directs the Secretary of Energy to discontinue immediately the shutdown of the Fast Flux Test Facility and return it to operational status. Mandates that the Facility be maintained in operation by the Secretary for at least 20 years, and for so long as it is capable of performing specified missions.
(Sec. 2) Instructs the Secretary to establish a task force to report to the Congress a ranked list of prescribed missions (both governmental and non-governmental) for the Facility.
(Sec. 5) Exempts Facility activities and operating contractors from the licensing and regulatory purview of the Nuclear Regulatory Commission.
(Sec. 6) Establishes the Fast Flux Text Facility Fund in the Treasury. Authorizes appropriations.
