Authorizes Canadian oil spill response and recovery vessels to operate in U.S. waters for the purpose of recovering, transporting, and unloading in a U.S. port oil discharged (or threatened to be discharged) in such waters, if the Federal On-Scene Coordinator determines that not enough U.S.-documented response and recovery vessels can be engaged in a timely manner.
