Defend America Act of 1995 - Directs the President to give notice to the Russian Federation of the U.S. intention to withdraw from the Anti-Ballistic Missile Treaty, as permitted under Treaty articles.
Directs the Secretary of Defense to conduct at least one of the following: (1) a test of an anti-ballistic missile interceptor that is based in space; (2) a test of a sensor in space capable of providing data directly to an anti-ballistic missile interceptor; or (3) a test of an existing air defense system, theater missile defense system, or early warning system to demonstrate its capability to counter strategic ballistic missiles or their elements in flight trajectory. Provides test funding from funds currently available to the Ballistic Missile Defense Organization.
