To eliminate automatic pay adjustments for Members of Congress.
Congressional COLA Elimination Act of 1995 - Repeals provisions of the Legislative Reorganization Act of 1946 which provided automatic pay adjustments for Members of Congress.
Makes this Act effective on the day after the date of the first election of Representatives occurring after this Act's enactment.
