To amend the Immigration and Nationality Act with respect to treatment of aliens who claim asylum after passing through a third country which could provide asylum.

Amends the Immigration and Nationality Act to prohibit, with exceptions, an asylum claim made in the United States by an alien who has passed through a third country offering asylum or safe haven for refugees.

Directs the Secretary of State to enter into negotiations with certain refugee signatory countries to limit asylum requests.
