To amend title 38, United States Code, to restrict payment, in the case of incarcerated veterans, of the clothing allowance otherwise payable to certain disabled veterans and to create for pension purposes a presumption of permanent and total disability for veterans over age 65 who are patients in a nursing home.
Veterans' Benefits Reform Act of 1995 - Reduces on a pro rata basis the clothing allowance payable because of a service-connected disability for any veteran who is incarcerated for over 60 days in a penal institution that provides clothing.
Includes persons 65 years of age or older who reside in a nursing home among those who are considered to be permanently and totally disabled for purposes of veterans' pensions provisions.
