To amend title 49, United States Code, to require the Secretary of Transportation to issue regulations and encourage the States to adopt and implement laws prohibiting the operation of certain uncovered commercial motor vehicles on highways.
Commercial Motor Vehicle Safety Act of 1995 - Amends the Motor Carrier Safety Act of 1984 to require the Secretary of Transportation to initiate a rulemaking proceeding to prohibit a person from operating a commercial motor vehicle with an uncovered or unsecured open load on any street or highway.
Requires the Secretary to transfer an amount equal to one and one-half percent of a State's apportionment for Federal-aid highways to its apportionment for highway safety programs if such State does not have a law compatible with such Federal regulations.
